The european directive 2002/91/CE states that, within the 4th of January 2006, all member countries should adopt a methodology for energy certification of buildings.
In Italy, already in 1991 with the law L.10/91, the energy certification was foreseen for buildings. The above mentioned law foresaw an application legal ordinance in order to individuate the actors involved in t he building energy certification.
This legal ordinance has not yet been produced.
In Italy, the Regions are responsible to attend this work and in general to treat with energy matters (DL 31/03/98 n. 112 – art.30).
The european directive 2002/91/CE establishes minimal requirements for building energy certification and suggests a method for building energy efficiency calculation.
In Italy there is a great difference between new buildings and old buildings as far as the Directive application concerns.
In Italy, it’s difficult to collect necessary data for bulding built before 1991.
So the intention is to elaborate a simple method, based on the analysis of the most important environmental and energy indicators, taking into account the different building typologies and costructive building characteristics.
During the 2003 the italian regulation organisation elaborated two documents concerning the building energy performance evaluation.
These documents are not a Law in Italy but they contain recommendations for the Regions for applying the building energy certification.
All the Regions and Autonomous Districts established working groups for carrying on the preliminary activity to define the building energy certification methodology according to the above mentioned european directive.
Experiences on building energy certification, with voluntary value, exist mainly in Lombardia Region (north of Italy) and Bolzano District.
The autonomous Bolzano District elaborated in 2002 the “CasaClima” certificate, for the energy certification of new and existing one or two family houses.
This is a voluntary certificate.
The building classification is:
Energy consumption < 30 kWh/m² - target “CasaClima” A
Energy consumption < 50 kWh/m² - target “CasaClima” B.
In Liguria Region, the building energy certification is foreseen in the Regional Energy Programme.
Here it has been established the Regional Energy Agency (ARE) that cooperates with 5 european countries in the “Promotion of Energy Labelling for existing buildings” project.
The intention is to have 50 buildings with energy certification within june 2004.
In Lombardia Region the Agencies of the “Energy Points Network” elaborated a building energy certification procedure (CENED software) based on the italian regulations UNI-CTI 10344-10379.
Other Regions already tested a method for building energy certification.
The main aspect of this work is that all the Regions and Districts are working separately and each of them is working on a different methodology.
When all the Regions will be provided with a building energy certification method, it will be necessary to uniformate the methodology at national level.
The second aspect is that the actual building energy certification work in Italy refers only to the energy consumption for space heating.
The european directive includes the energy consumption for space heating, DHW production, air conditioning and lighting in buildings.
A third aspect is that it’s necessary to individuate a common method that could be used for existing and new buildings.
