Directive 2002/91/CE has been approved on 16th December 2002, and enforced from January 4th 2003. The transposition deadline of this norm to the legal system of all EU countries will end up on January 4th 2006.
Spanish Institutions are already working towards this transposition though 3 main action lines[1]:
a. Establishing minimal requirements on energy efficiency on buildings (new buildings that its surface is more than 1000m2; and old buildings greater than 1000m2 that might be reformed). Check www.codigotecnico.org. ( An English version is available) Legal measurements on energy efficiency related to illumination, isolation, heating systems, acclimatisation, domestic hot water systems, energy certification on buildings and solar energy use. A proposal of this action line is already sent to EU for approval following norms of open information access to the public. On 26 of April 2004, the information period will end up. The proposal might follow then an administrative procedure for Final National Approval.
b. Developing a procedure of Building Certification on energy efficiency.(including references to some software developments such CEV or CALENER.). To define metric minimal methods to calculate energy efficiency integrated on building.
c. Reviewing RITE Code (Thermal Installation Regulations on Buildings). Establishing criteria for periodic inspection of Heaters and air conditioning systems. There is no legal procedure for inspections yet.
There is also a Promotion Plan for renewable energies 2000-2010. Solar energy systems and wind energy parks are focused.
